Azken 45 urteotan Zientzia eta Teknologia politikek Euskadin izan duen bilakaera aztertuko da. Pedro Miguel Etxenike izango da bidelagun, Eusko Jaurlaritzaren etapa desberdinetan zehar eta, hasiera-hasieratik, figura konstantea eta eragin handia izan duena. Zientzia, teknologia, berrikuntza eta unibertsitatea nola garatu diren aztertuko da, hiru printzipio nagusi gidariren arabera: adostasun politiko zabalak, epe ertain eta luzerako begirada eta konpromisoa, eta lurraldean eragin handiko emaitzak lortzea. Euskadik lortu du, epe labur samarrean, erreferentzia zientifikoko lurralde gisa kokatzea, eta horrek agerian uzten du egonkortasun politikoak eta ikuspegi partekatuak eraldaketa esanguratsuak eragiteko gai direla.
Objectives
Euskadin Zientzia eta Teknologiaren bilakaera aztertzea azken 45 urteetan zehar, kronologikoki, Eusko Jaurlaritzaren etapa ezberdinak aztertuz eta arreta berezia jarriaz erabakiak hartzerakoan alderdi humanoei.
Aztertzea nola hiru printzipio nagusiek (adostasun politiko zabalak, epe ertain/luzeko ikuspegia eta lurralde-inpaktu handiko emaitzak) Euskadin zientzia, teknologia, berrikuntza eta unibertsitatearen garapena moldatu duten.
Erakustea nola Euskadik erreferentziazko zientzia-lurralde gisa kokatzea lortu duen denbora tarte erlatiboki laburrean, eta agerian uztea zientzia eta teknologia politiketan egonkortasunak eta ikuspegi partekatuak eraldaketa esanguratsuak eragin dituztela.

She has been Director of External Relations of the Gipuzkoa Campus(2001-04) and Vice-Rector of the Gipuzkoa Campus of the EHU(2004-2012). She has been a member of the Board of Trustees of Vicomtech(2006-2012); of the Governing Council of the Biodonostia Research Institute(2009-12); of the Innobasque Association(2008-2012); of the Executive Committee of Gipuzkoa Berritzen, and President of the Delegate Commission of the Strategic Plan of Donostia(2008-2012). She has been Head of Education, Language Policy and Culture(2012-2016) and Head of Education of the Basque Government(2016-2020), being President of the Basque Council of Universities and of the Ikerbasque Foundation, and member of the Council of Scientific, Technological and Innovation Policy of the Ministry of Science, Innovation and Universities. Finally, she has been Commissioner for Science, Technology and Innovation of the Basque Government(2020-2024), responsible for the promotion and coordination of the functioning of the Basque Council for Science, Technology and Innovation, and the Science, Technology and Innovation Plan.

Nekane Balluerka Lasa
University of the Basque Country, Teacher and researcher
Degree (1989) and PhD (1993) in Psychology from the EHU, on both occasions with Extraordinary Prize, where she has been a professor since 1989. Vice-Dean of the Faculty of Psychology (2004-2006), Vice-Rector of Teaching Quality and Innovation (2006-2009) and of Postgraduate Studies and International Relations (2012-2016), and member (2009-2012) and president (2012-2013) of the Ethics Committee for Research and Teaching Practice with Human Subjects of the EHU. Rector of the EHU (2017-2021). Euskadi Research Award (2021). She directs the consolidated research group Qualiker. Visiting researcher at three foreign universities. She has participated in 51 research projects (in 14 as PI). Co-author of 135 scientific articles, 28 books and 10 book chapters and nearly 70 invited lectures and 220 contributions to national and international conferences. Her research focuses on the methodology for the elaboration and cross-cultural adaptation of psychological assessment instruments, and on the design, implementation and evaluation of programs to promote psychological well-being.

Pedro Miguel Echenique Landiribar
Prince of Asturias Award for Scientific and Technical Research 1998, he is a professor of Condensed Matter Physics (UPV/EHU) and the author of more than 400 publications in specialized magazines and books. Honorary President of Jakiunde, founding President of the (CIC)Nanogune and the Materials Physics Center (MPC), Vice President of Euskampus (EHU), President of the DIPC and counselor of Graphenea. He was Head of Education and Culture and spokesman for the Basque Government (1980-84). Member of the Royal Academy of Sciences, the Lombard Institute, Academy of Sciences and Letters of Milan, and the Académie Royale de Belgique, and honorary member of the European Physical Society, He has received various awards, such as the Munibe awards, Euskadi , Dupont, Prince of Viana for Culture, Max Planck, Iberdrola, Nacional Blas Cabrera, Cifra Boada for Scientific Communication, Sabino Arana and Liberpress Camins, the Grand Cross of Alfonso X the Wise, the Gold medal of Nafarroa, Gipuzkoa, the Royal Society of Physics, the UPV/EHU and the City of Donostia. Doctor honoris causa from various universities, doctor in Science from Cambridge (1998), he was named Universal Basque of the Year and Favorite Son of Villa de Isaba (1998).

Juan José Ibarretxe Markuartu
Agirre Lehendakaria Center
He was Lehendakari of the Basque Government (1999-2009). Previously he was Vice-Lehendakari of the Basque Government, Deputy General of Araba and Mayor of Laudio. He holds a PhD in Economics from the EHU and honorary doctorates from six international universities. Juan Jose Ibarretxe currently chairs the Agirre Lehendakaria Center for Social and Political Studies, a collaborative network project between Columbia University (AC4 - The Earth Institute) and the UPV/EHU with the aim of sharing the experience of territorial transformation known as the “Basque case” and projecting it into the future. During his time as head of the Basque Government, Juan Jose Ibarretxe launched the first Plan for Science and Technology and Innovation in the Basque Country and the Basque Council for Science, Technology and Innovation, as well as a wide range of strategic projects in this field: Ikerbasque, Innobasque, DIPC, etc. His publications include The Basque Case: A Comprehensive Model for Sustainable Human Development (Georges Mason University, 2012), The Basque Experience: Constructing Sustainable Human Development (CBS Press, University of Nevada, Reno, 2011) and The Future Is Ours (CBS Press, University of Nevada, Reno , 2015).

Gregorio Javier Monreal Cia

He holds a degree in Law and a Diploma in Economics from the University of Deusto (1966), a PhD in Law from the Complutense University of Madrid (1973), is Professor of History of Law at the University of the Basque Country (1978-1995) and, since 1995, Professor of History of Law at the Public University of Navarre. A political leader during the transition to democracy, he was Senator for Gipuzkoa for the coalition formed by ESEI, EAJ-PNV, (1977). Subsequently, vice-rector of the Biscay campus of the EHU (1979-80), Rector of the EHU (1981-1985), president of Eusko Ikaskuntza (1991-1996), director of the International Journal of Basque Studies (RIEV) (1997-) and scientific director of the Foundation for the study of the historical and autonomous law of Vasconia (2003-2010). He is a member of Jakiunde and a full member of the Real Sociedad Bascongada de Amigos del País, of the Société d'Histoire du Droit and of the Association Française des Historiens des Idées Politiques. He was the first nominee for the William Douglass Chair at the University of Reno (Nevada) in 2005-2006. He received the Eusko Ikaskuntza-Euskadiko Kutxa Award for Humanities, Culture, Arts and Social Sciences (2007) and Euskadi Research Award (2013).

Adolfo Morais
He is Deputy Minister of Universities and Research of the Basque Government. He holds a PhD in Computer Science from the UPV/EHU, a Postgraduate Degree in Education from Canterbury Christ Church University, a Master's Degree in Microcomputing from Microsoft and a Bachelor of Science in Mathematics from the UPV/EHU.

Iñaxio Oliveri
From 1979 to 1980 he presided over the Federation of Ikastolas of Gipuzkoa and from 1980 to 1984 he was head of the cabinet of the Basque Government Education Councilors Pedro Miguel Etxenike and Juan Urrutia. In 1984 he was elected, for the PNV, deputy for Gipuzkoa in the elections to the Basque Parliament; in 1986 he was elected deputy for Gipuzkoa to the Spanish Parliament, a seat he held during the third legislature and kept it after being re-elected in the elections of October 1989 (IV Legislature), for Eusko Alkartasuna (EA). In 1991 he resigned his seat in Madrid and was elected for the second time to the Basque Parliament, renewing his seat in the 1994 and 1998 elections. He was Head of Education, Universities and Research of the Basque Government on three occasions: between February and October 1991, from 1995 to 1999 under Lehendakari José Antonio Ardanza, and between 1999 and 2001 under Lehendakari Juan José Ibarretxe. He was subsequently appointed Rector of the University of Mondragón, a position he held until 2006.

Juan Ignacio Pérez Iglesias

He is professor of physiology at the EHU and associate of the Donostia International Physics Center. He was vice-rector (1997-2000) and rector (2004-2009) of the EHU; member of the Board of Directors of EITB (1999-2014); Chair of Scientific Culture of the EHU (2010-2024); member (2013-) and president (2020-2024) of Jakiunde; member (2018-2024) and president (2019-2024) of the Advisory Committee of the Spanish edition of The Conversation; member of the scientific committee of the journal Mètode (2023-). He has written on science and its social implications (The Conversation and Revista de Occidente) and on animal biology (Cuaderno de Cultura Científica, Zientzia Kaiera, Naukas and Mètode). He has collaborated in numerous radio programs in several radio stations. He is co-author with M. B. Urrutia of Animalien aferak (EHUpress, 2011), author of Animales ejemplares (Next Door, 2020), co-author with J. Sevilla of Los males de la ciencia (Next Door, 2022) and author of Primates al este del Edén (Crítica, 2023). In 2019 he received the Eusko Ikaskuntza-Caja Laboral Award for Humanities, Culture, Arts and Social Sciences. Since June 2024 he has been Head of Science, Universities and Innovation of the Basque Government.
