Digital health is no longer a promise for the future; it has become a reality that is already transforming the way we care, prevent, diagnose, support people and manage healthcare systems. Artificial intelligence, data, automation, remote care, new models of clinical relationship and emerging technologies are opening up extraordinary opportunities to improve people’s health and the sustainability of organisations.

But this transformation cannot be measured solely by the adoption of new tools. Its true value will depend on our ability to place innovation at the service of people, professionals and healthcare systems. The question is no longer whether health will be digital, but what kind of digital health we want to build: one that is more human, safer, more equitable, more intelligent and more focused on the outcomes that truly matter.

Under the theme “The health that lies ahead: intelligence, data and people to transform care”, the XIII International Digital Health Congress will bring together healthcare professionals, managers, patients, researchers, technology companies, institutions and stakeholders from the innovation ecosystem in Donostia / San Sebastián to reflect, share experiences and anticipate the major challenges of the next decade.

Over three days, we will address some of the topics that are shaping the present and future of healthcare: clinical artificial intelligence, the responsible use of data, digital copilots for professionals, augmented primary care, European AI regulation, cybersecurity, augmented diagnosis, invisible and virtual hospitals, digital mental health, equity, sustainability and value-based digital health.

Once again, the Congress aims to be an open space for knowledge, connection and collaboration. A place to learn from real experiences, engage in critical debate, identify opportunities for improvement and build networks among all those involved in the transformation of the healthcare system.

Because technology alone does not transform health. Transformation happens when intelligence, data and innovation are directed towards improving care, strengthening the clinical relationship, supporting professionals, reducing inequalities and creating value for patients, organisations and society.

Donostia will once again become the meeting point for those who believe that digital health must move forward with evidence, ethics, purpose and humanity.

Marisa Merino is Managing Director of Ospitalarioak Fundazioa Euskadi, President of Fundación Signo and Vice-President of the Digital Health Association. A physician and healthcare executive, she has extensive experience in healthcare management, innovation, digital transformation and health services evaluation. She has developed much of her professional career within the Basque healthcare system, promoting projects in organisational innovation, digital health, integrated care, patient safety and outcomes evaluation. She has taken part in national and international initiatives related to the transformation of health systems, the adoption of digital technologies and the creation of value in healthcare. She is driving forces behind the concept of value-based digital health, a strategic approach that promotes the use of technology not as an end in itself, but as a tool to improve health outcomes, the experience of patients and professionals, organisational efficiency and the sustainability of the healthcare system.

Juan Ignacio Ochagavías Colás es Doctor en Bioderecho por la Universidad de Murcia con la calificación de Sobresaliente cum laude, Master en Biomedicina, Biotecnología y Derecho de la Unión Europea (UNED) y Diploma de Especialista en Sistemas Sanitarios y Derechos de los Pacientes (Servicio Cántabro de Salud), además de Investigador postdoctoral del Grupo de Investigación en Derecho Sanitario y Bioética en la Fundación Instituto de Investigación Marqués de Valdecilla (IDIVAL). Autor de diferentes publicaciones científicas en libros y revistas especializadas en materias relacionadas con el Derecho Sanitario y la Bioética. Como miembro del Grupo de Investigación en Derecho Sanitario y Bioética en la Fundación Instituto de Investigación Marqués de Valdecilla (IDIVAL), ha participado en diversos proyectos de Derecho Sanitario y Bioética. Asimismo, ha participado como ponente en el Master en Dirección y Gestión de Servicios Sanitarios organizado por la Universidad de Cantabria, en el Master de Gestión de la Innovación organizado por la Universidad de Nebrija y en seminarios organizados en el Hospital Universitario Marqués de Valdecilla, en el Hospital Comarcal Sierrallana, en IDIVAL y en la Universidad del País Vasco.

Director de Relaciones Institucionales y Desarrollo de Negocio de Philips Ibérica Ha desarrollado su actividad profesional en el área de la tecnología médica durante más de 30 años, siempre en empresas de ámbito global. 14 años en Hewlett-Packard (HP), donde llegó a ser Director General de la División de Sistemas Médicos para España y Portugal. Desde 2002, ha desarrollado distintas funciones directivas en Philips Ibérica, tanto en España como a nivel europeo. Ha ejercido como Director Gerente de varios centros: Hospital Sant Bernabé de Berga, Hospital Josep Trueta, Parc de Salut Mar y Hospital Vall d’Hebron, y Director General del Consorci Hospitalari de Catalunya S.A., además de haber sido Director de eHealth de Telefónica España ha sido Director de Transformación Digital del Grupo Quirónsalud en Barcelona después de una etapa como Director Territorial de los hospitales privados del mismo Grupo en Barcelona. Es profesor colaborador en ESADE, IL3 Universidad de Barcelona, y en el iDEC de la Universidad Pompeu Fabra. Actualmente es Patrono de la Fundación SIGNO, así como miembro de las Juntas Directivas y fundador de la Asociación Salud de Digital, Societat Catalana de Salut Digital y Societat Catalana de Gestió Sanitària.

PhD in Law from the University of the Basque Country (EHU). Researcher at the Research Group in Social and Legal Sciences applied to New Technosciences and Senior Legal Consultant at ECIX. Professor at various universities (UNED, Universidad Europea) and author of over twenty publications and articles in relevant scientific journals. Member of the Steering Body of the FARMAINDUSTRIA Data Protection Code of Conduct. He has received, among other awards, the Data Protection Research Prize from the Basque Data Protection Authority (AVPD-DBEA) in 2024 and the Accesit and the Accesit award for the Emilio Aced Personal Data Protection Research Prize from the Spanish Data Protection Agency (AEPD) in 2019.
