De la innovación visible a la evolución estratégica del sistema sanitario.
Description
“Pleamar. La ola transformadora de la innovación en salud” es un curso de dos días que analiza cómo la innovación está impulsando la evolución del sistema sanitario hacia 2030. A través de una mirada estratégica y territorial, el programa aborda los principales vectores de cambio que configuran el ecosistema sanitario actual.
El primer día se centra en las transformaciones visibles: personalización, digitalización, nuevos modelos asistenciales e innovación orientada a valor. Tras una conferencia inaugural sobre el futuro de la innovación sanitaria, se celebrarán mesas de análisis sobre tendencias emergentes, el Pacto Vasco de Salud como marco de referencia y la visión estratégica de Euskadi Sanitaria 2030. La tarde se orienta a la cooperación territorial, con la participación del ISCIII y la red AAIS-Arco Atlántico, y una mesa interregional para compartir experiencias entre distintas comunidades autónomas.
El segundo día aborda las dinámicas profundas que sostienen el cambio: la innovación como palanca de país, la articulación entre ciencia, emprendimiento y estrategia pública, la revolución del dato sanitario como infraestructura estratégica y el papel de tecnologías emergentes como la computación cuántica en el futuro de la salud.
En conjunto, el Curso de Verano ofrece una visión integral que combina política pública, gestión sanitaria, ciencia, transferencia y tecnología, con el objetivo de reforzar la capacidad innovadora del sistema sanitario y proyectarlo hacia el futuro.
Objectives
Analizar las tendencias que están redefiniendo la asistencia sanitaria hacia 2030.
Comprender el papel de la innovación orientada a valor en la mejora de la calidad y sostenibilidad del sistema.
Explorar el uso estratégico del dato sanitario como motor de decisiones basadas en evidencia.
Examinar la interacción entre ciencia, emprendimiento y política pública como palancas de progreso.
Reforzar la cooperación interterritorial como elemento clave para consolidar un ecosistema de innovación sólido y articulado.
Identificar el impacto potencial de tecnologías emergentes, como la computación cuántica, en el ámbito sanitario.

Olatz Arrizabalaga Garde

Dr. Olatz Arrizabalaga is Director of Strategy and Impact at the Biogipuzkoa Health Research Institute (IIS Biogipuzkoa). Her career combines strategic planning, scientific evaluation and the promotion of innovation in the healthcare sector. She coordinates the definition and monitoring of the Institute's scientific strategy, the analysis of research activity and the development of initiatives aimed at strengthening knowledge impact and transfer. She leads the Innovation Support Unit, through which she promotes projects in technological innovation, digitalisation, data science and public-private collaboration, as well as the valorisation and transfer of research results. She has participated in scientific evaluation processes at national level and in the design of evaluation models oriented towards quality and impact. Her work focuses on strengthening the articulation between the healthcare system, research, industry and public policies, fostering a robust innovation ecosystem aligned with the sustainability and transformation challenges facing the health system.
Itziar Vergara Mitxeltorena
Osakidetza
A family physician with a Master's in Public Health from the University of California, Berkeley, and a doctorate in Medicine from the University of the Basque Country. Since 2022, she has been Scientific Director of the Biogipuzkoa Health Research Institute (formerly Biodonostia). She is a member of the Spanish Primary Care Research Network (RICAPPS) and coordinator of the Primary Care research group at the institute. Her research focuses on promoting healthy ageing and addressing frailty in primary care.

Javier Aizpurua
DIPC, Profesor
Ikerbasque Research Professor at Donostia International Physics Center, DIPC, and distinguished researcher at the University of the Basque Country, where he leads the Nanophotonics Theory Group. Javier Aizpurua gained his doctorate in Physics at the University of the Basque Country (UPV/EHU) in 1998 for work on the interaction of rapid electrons and nanostructures. After his pre-doctoral stage, he spent two periods as a post-doctoral researcher, one at Chalmers Technology University in Gothenburg, Sweden, and the other at the US National Institute of Standards and Technology (NIST). In 2004, Aizpurua joined DIPC, the Donostia International Physics Center, as a research fellow, starting to train a nanophotonics group. In 2008 he was awarded a permanent scientific place at the CSIC, taking responsibility for the photonics line of research at CFM, the Materials Physics Centre in San Sebastián, where he worked until 2023. From this year on, he joined Ikerbasque. He obtained the Euskadi Research award 2022, and is currently the director of the strategy Basque Quantum.
Asier Albizu
Agricultural Engineer with a Master's in Business Competitiveness Management. He has extensive experience in the creation and development of technology-based companies. He began in 2001 as Vice-Minister of Agriculture and Rural Development of the Basque Government, spending over four years defining innovation and competitiveness strategies. He then joined Neiker-TECNALIA as Director General, a Technology Centre focused on R&D in the agricultural, food and environmental sectors. In 2009 he founded BIOLAN Microbiosensores SL, a company dedicated to the development and manufacture of biosensors for the detection of molecules of interest, of which he is currently CEO. Since 2014 he has been President of BIOLAN Health, a business initiative offering innovative Point of Care systems aimed at the pharmaceutical and biotechnology industry, and since 2023 he has been President of DNA Data. He currently serves as President of the Basque Health Cluster, the association for the biosciences and health sector in the Basque Country. He is also a member of the Board of Trustees of the Tekniker Foundation, a member of CiC BIOGUNE, and the driving force and leader of OSASUNBERRI, a collaborative initiative to strengthen the sector.Sonnet 4.6
Unai Andueza is the Deputy for Economic Promotion and Strategic Projects at the Provincial Council of Gipuzkoa. He holds a degree in Industrial Engineering from TECNUN - University of Navarra and an Executive MBA from the University of Deusto. He began his professional career in the machine tool sector, initially working as a project manager in the Product Engineering department of the Ideko Technology Centre, and subsequently in business development at the Danobat Group. After completing the Microeconomics of Competitiveness course, which explores business competitiveness and regional development, at the University of Deusto, he joined Tolosaldea Garatzen S.A., the regional economic development agency, as head of the competitiveness and industrial promotion area. In early 2020 he joined the team at the Provincial Council of Gipuzkoa, serving as Director of Strategic Projects.
Marisa Arriola
She holds a degree in Geography and History from the University of Salamanca, a Master's in People Management from UPV/EHU and a PDG from IESE. She has developed her professional career in the field of professional services to businesses, specialising in advanced productivity improvement and process reengineering services at companies such as Mondragon Corporación, CAF, Grupo Credit Lyonnais, Grupo Quirón, Grupo Salvesen, Talgo, Grupo Caser and ABB Niessen. She currently directs BIC GIPUZKOA, the business development and entrepreneurship centre, supporting the launch of new technology and innovation-driven companies. She is also a guest lecturer on the Master's in Organisational Psychology and Psychosocial Intervention at the University of the Basque Country and on the Scientific and Technological Entrepreneurship and Corporate Intrapreneurship area of the MBA-EMBA at the University of Deusto in Bilbao. She has served as President of the AECC cancer charity in Gipuzkoa since 2021, and is a member of the Evaluation Committee for the Innova and Impacto programmes of the AECC Scientific Foundation.

Lore Bilbao
Miren Lorea Bilbao Artetxe is the current Director General of Osakidetza. Her profile combines a solid technical background as an Industrial Engineer with extensive specialisation in management, supported by a Master's in Business Management and postgraduate training in people management at leading institutions. Her professional career has been closely linked to the University of the Basque Country (UPV/EHU), where she began as a management technician in 1990 and progressed through various positions of responsibility in the personnel area, eventually becoming Vice-Rector of the Bizkaia campus and, finally, Rector of the university for over a decade. In the field of public administration, she has held strategic roles as Director of Services at the Department of Culture of the Basque Government and Head of People Management at the Provincial Council of Bizkaia. Prior to taking up her current position in July 2025, she served as Vice-Minister of Healthcare Administration and Financing.
Sergio Cardoso Martín

He holds a doctorate in Biochemistry from the University of the Basque Country (UPV/EHU), obtained in 2008, and an MBA from UDIMA in 2014. During his doctorate he completed a research stay at the Faculté de Médecine of the Université de Strasbourg. He has participated in more than 50 research projects in the areas of Biomedicine, Biobanking, and Population and Forensic Genetics. He has published over 50 articles, most of them in ISI journals (h-index: 18), as well as book chapters and communications at national and international conferences. He is also co-author of two biotechnology patents. From 2013 to 2024 he worked in the scientific coordination team of the Basque Foundation for Health Innovation and Research. He currently serves as Technology Innovation Manager at the Biogipuzkoa Health Research Institute.
Carlos Miguel Chiesa Estomba
Otolaryngologist–Head and Neck Surgeon with international experience in oncologic and reconstructive surgery, translational research, and surgical innovation. Recognized for leadership in Artificial Intelligence in Head & Neck Oncology, 3D Bioprinting, and Surgical Education. Author of over 300 peer-reviewed publications in leading journals including Lancet Oncology, JAMA Otolaryngology, Head & Neck, European Archieves of Otorhinolaryngology and Laryngoscope. Active contributor to global collaborative research and academic initiatives in Europe, Africa and the Americas.
Noemí Cívicos
She holds a degree in Physics from the University of Salamanca and is a civil servant in the Senior Corps of Information Systems and Technologies of the Spanish General State Administration (AGE). For the past five years she has served as Director General of Digital Health and Information Systems for the SNS at the Ministry of Health. She is responsible for implementing the Digital Health Strategy of the National Health System together with her counterparts in the autonomous communities, including promoting the interoperability of health, genomic and medical imaging data at national and European level; the secondary use of health information; the establishment of digital services within the SNS; and the deployment of AI solutions and technological tools for personalised digital care. Her more than 20 years of experience in the AGE have allowed her to work previously at the Social Security IT Management, at the now-defunct Ministry of Public Administrations as head of the application development area for the State's Peripheral Administration, and at the Ministry of the Presidency as Head of the Information Services Department.
Manuel Cuenca
Manuel Cuenca Estrella is a Research Professor and Deputy Director General for Research Evaluation and Promotion at the Carlos III Health Institute, a Spanish organisation dedicated to public health that also funds health and biomedical research through the Strategic Action in Health calls. He previously served as Secretary General (2021–2025), Deputy Director General of ISCIII Reference Centres (2015–2020) and Director of the National Centre for Microbiology (2011–2015). Prof. Cuenca-Estrella studied Medicine at the Complutense University of Madrid and completed his specialisation in Clinical Microbiology via the MIR system at the Jiménez Díaz Foundation in Madrid. He obtained his doctorate in Medicine and Surgery in 1999. He also holds additional qualifications including a degree in History from the UCM, an expert certificate in probability and medical statistics from the National University of Distance Education, and a master's in public administration from the Menéndez Pelayo International University.
Javier De Castro
Head of the Medical Oncology Section at Hospital Universitario La Paz (Madrid), he is also Scientific Director and Director of the Innovation Unit at IdiPAZ. Associate Professor of Oncology at the Universidad Autónoma de Madrid and co-director of the Aula Cáncer e Innovación, his research focuses on the molecular biology of lung cancer and other thoracic tumors, predictive factors of response to cancer treatments, and etiopathogenic mechanisms of the disease. He has authored over 200 publications in international journals, is a member of ASCO, IASLC and ESMO, and currently serves as President of the Spanish Society of Medical Oncology (SEOM).
Mª Luz Del Valle Ortega

She holds a double degree in Medicine and Surgery from the University of the Basque Country (UPV/EHU) and in Computer Engineering from the University of Deusto. Director of Organisation at the Biobizkaia Health Research Institute, responsible for strategy, innovation and quality. Over the past 10 years she has contributed as Director to the creation and development of IIS Biobizkaia. She has held positions of responsibility both in the healthcare system and in the business, consultancy and technology sectors. Within the healthcare system, she served as Medical Director/Deputy Medical Director at Cruces University Hospital and Hospital de Santiago. At BIOEF she worked as clinical trials manager, and in the private sector at Andersen Consulting (now Accenture), technology organisations such as KEON, and at LABEIN in the Artificial Intelligence department. For many years she has served as an auditor of Health Research Institutes for the Carlos III Health Institute, an auditor for Euskalit in quality models (EFQM, MGA), and an evaluator for the Quality Innovation Award.
Ricardo Díez Muiño holds a PhD degree in physics by the UPV/EHU. He further developed his scientific career in the University of Bordeaux (France) and the LBNL (Berkeley, USA). He is currently Research Scientist at the Centro de Física de Materiales CFM (CSIC-UPV/EHU) and the Director of Donostia International Physics Center (DIPC). He served as Deputy Director of CFM between 2005 and 2011 and as Director of CFM from 2011 to 2015. His main fields of research are chemical physics and condensed matter theory, in particular molecular dynamics at surfaces, the theory of electronic excitations, and the theory of photoemission and photoelectron diffraction. He has published more than 100 scientific articles, as well as two books. Ricardo Díez Muiño has been the organizer of 4 international conferences and has been part of the organizing committee in 4 additional conferences. He is Vicepresident of Euskampus Campus of Excellence and Board Member of CIC nanoGUNE.
Gorka Epelde Unanue

Doctor in Computer Science and Data Coordinator at Biogipuzkoa, the Health Research Institute of Gipuzkoa integrated within Osakidetza, where he leads the strategy for data management, governance and reuse for research. Previously he served as PI and head of the Big Data in Health research line at the Vicomtech Foundation, participating in numerous European projects in which he applied data analytics, artificial intelligence, data preparation and integration, and secure architectures for collaborative health research. He currently complements this technical background with active work in health data protection and governance within the European regulatory framework. His areas of specialisation include interoperability, synthetic data, privacy-enhancing technologies and artificial intelligence applied to health data.
Ane Fullaondo Zabala

Scientific Director of the Biosistemak Institute. Holding a doctorate in Molecular Biology and Genetics, she combines a strong scientific background with over a decade of experience in strategic leadership, R&D&I management and the deployment of European initiatives in digital health, integrated care and value-based medicine. Her career integrates science, management and organisational transformation, with a focus on data governance, health outcomes evaluation and innovation scaling. She has executive training in leadership and strategic management of scientific entities, digital health, advanced epidemiology and the application of Big Data and AI in biomedical research.
Inés Gallego Camiña
Inés Gallego Camiña is the current Director of Transformation, Planning and Digitalisation at the Department of Health of the Basque Government, a position she took up in July 2025. Her career is distinguished by a solid technical background and extensive experience in quality management and innovation within the Basque health system. She holds a degree in Industrial Engineering from UPV/EHU and a Master's in Business Management, along with specialised training in leadership and healthcare management at institutions such as Deusto Business School. Prior to her current role, she served as Deputy Director of Innovation and Quality at the Integrated Health Organisation (OSI) Ezkerraldea Enkarterri Cruces for over a decade. In an earlier stage of her career, she worked as an engineer and project consultant in the private sector.

Celia Gomez Gonzalez

She holds a degree in Economics and Business Administration from the University of Oviedo, a Master's in Health Economics and Management of Healthcare Organisations (University of Granada and the Andalusian School of Public Health), and an expert qualification in Public Health and Gender (National School of Public Health, Madrid). She is currently Director of the Foundation for Biosanitary Research and Innovation of the Principality of Asturias (FINBA). Previously, she served as Director General of Professional Regulation at the Ministry of Health. Prior to that, she was Manager of the health services of Cantabria and Asturias, Director General of Professionals at the Andalusian Health Service, Director General of Health Planning and Innovation at the Andalusian Regional Government's Department of Health, and Health Delegate in Granada. She has also held various management, administrative and technical responsibilities at hospital and primary care centres within the Andalusian Health Service, as well as serving as Project Manager and Director of Economics and Resources at the Andalusian Agency for Healthcare Quality. She began her career in healthcare management as Director of Personnel at the Hospital de Jove in Gijón.
Iñaki Gutiérrez-Ibarluzea

Iñaki Gutiérrez Ibarluzea is Director of Research, Innovation and Health Evaluation at the Department of Health of the Basque Government. He holds a doctorate in Neurosciences and master's degrees in Bioethics, Innovation Management and Direction, and Clinical Epidemiology. He has served as president of the international health technology assessment society HTAi and is president of the international Horizon Scanning network (EuroScan/iHTS). He is a WHO advisor on Medical Devices and decision-making, and an external advisory member of the DARWIN initiative of the European Medicines Agency. In his current role, he oversees strategic planning, R&D policy and the coordination of the Basque Health Research Institutes through BIOEF, the Basque Foundation for Health Innovation and Research.
Iraia Ibarzabal
Iraia Ibarzabal is Director of Business Growth at Multiverse Computing and has been with the company for over four years. She is responsible for managing relationships with clients and partners, as well as identifying use cases where their highly efficient artificial intelligence and high-performance computing solutions can add value across various sectors, including defence and energy, among others. Iraia holds a degree in Chemical Engineering and a master's in Project Development, with extensive experience in the management of public and private funding.
Xabier Ibarzabal
Xabier Ibarzabal Astigarraga currently serves as Chief Financial Officer of Osakidetza. His profile combines a solid technical background with extensive experience in Basque healthcare administration. He holds a degree as a Senior Engineer in Automation and Industrial Electronics and as a Technical Industrial Engineer from the University of Deusto, complemented by a Master's in Business Management from UPV/EHU. His career at Osakidetza began in 1999 as a Technical Engineer, progressing steadily to positions of greater strategic responsibility. Prior to his current role, he held key positions as Deputy Director of Infrastructure, Benefits and Services and Head of the Installations and Equipment Service at the central organisation. He also has experience in the private sector, having worked as a project engineer at companies such as Batz S.Coop and Cikautxo S.Coop. In the field of public management, he has served as a member of the Board of Directors of the public company Itelazpi.
Irene López Vallejo
Irene López de Vallejo has over 25 years of experience in the public and private sectors, across the full R&D&I value chain in the United Kingdom and Europe. During this time, she has driven technological innovation in the deep tech space, contributed to the creation of international ecosystems and promoted solutions aimed at addressing major business and social challenges. Her experience spans R&D, project incubation and acceleration, public programmes, strategy, entrepreneurship and impact investment. Irene's greatest strength lies in her ability to translate complex ideas into clear and actionable steps, inspiring diverse stakeholders to collaborate. A Doctor of Architecture with a Master's in European Affairs, an MBA from The Next Economy and a degree in Industrial Sociology, Irene is a curious professional, committed to continuous learning and deeply engaged with the causes she cares about. Today, Irene serves as Head of the Quantum Business Excellence Focus at TECNALIA and Head of Business Development for the Quantum Technologies team within the Digital Unit.
Laura Marrón is the Director General of BAIC, the Basque Artificial Intelligence Centre, a platform whose goal is to lead and drive the development of artificial intelligence in the Basque Country. She is a professional with over 14 years of experience spanning management, business strategy and technological innovation. She holds a Master's in Telecommunications Engineering from the Faculty of Engineering of Bilbao at the University of the Basque Country and an Executive MBA from Deusto Business School. She is also a speaker on topics such as sustainability, artificial intelligence, business development and customer experience. She developed her knowledge of the electricity public services sector at ZIV. Laura is passionate about the ethical and social responsibility of adopting artificial intelligence, making it easy and accessible for everyone.
Juan Marta Enguita
Juan Marta-Enguita is a neurologist at HU Marqués de Valdecilla and an active participant in the RICORS-Ictus collaborative research network and the northern Spain Stroke Units group (NORDICTUS). He holds a Master's in Research Methodology and Statistics in Health Sciences and a Master's in Neuroimmunology from the Autonomous University of Barcelona, and a doctorate in Applied Medicine from the University of Navarra. His thesis, on biomarkers in stroke, was awarded cum laude, the Extraordinary Doctorate Prize and the Best Doctoral Thesis 2023 Award from the Gipuzkoa Medical Association. He has taught at the University of Navarra (2018–2020) and the University of Deusto (2023–2025), and is a member of the Young Neurologists Committee of the Spanish Society of Neurology (2020–2026). He previously worked at HU Navarra and HU Donostia, participating in SNS improvement programmes using digital tools and playing an active role in the Stroke Registry of the Basque Country and Navarra during those years.
Amelia Martín
Amelia Martín Uranga, Doctor of Law, Director of Clinical and Translational Research and Head of the Innovative Medicines Platform (Farmaindustria). Her work focuses primarily on the launch and management of public-private collaboration projects, such as the BEST Project and the Pharma-Biotech cooperation project, in the fields of clinical and translational research respectively, with the aim of generating, developing and consolidating a biomedical research ecosystem to address the needs of patients in Spain. Martín Uranga is also a member of the Research and Data Governance Working Groups of EFPIA (the European Federation of Pharmaceutical Industries and Associations), and sits on ethics committees for IHI projects in the field of Digital Health. She is likewise a member of social stakeholder councils at health research institutes across various Spanish autonomous communities. She also serves as Farmaindustria's representative on the CEOE R&D Committee. Her research work has been carried out within the Interuniversity Chair of Law and the Human Genome, of which she is a collaborator.
Maite Martinez Zabaleta

A graduate in Medicine and Surgery, specialist in Neurology and holder of a master's degree in healthcare management, her specific area of expertise is cerebrovascular disease. For many years, she carried out primarily clinical and coordination work at the Stroke Unit of Hospital Universitario Donostia, caring for patients who had suffered from this condition. She subsequently moved into healthcare management, serving as Head of the Neurology Inpatient Section and Deputy Medical Director of the same hospital. During 2024–2025 she was Director of Healthcare at Osakidetza, and she currently holds the position of Managing Director of OSI Donostialdea. She has been very actively involved in committees, commissions and scientific societies. She served as secretary of the stroke project for 2 years, and as board member and treasurer of the SNPV, and treasurer and vice-president of the SEN for 8 years. An associate professor at UPV/EHU, she has taught the Neurology subject in Basque since 2007. She has participated in numerous applied clinical and basic research projects, and in various publications in national and international journals and books.
Ramón Maspons Bosch
Ramon Maspons. Industrial Engineer, Master in Public Management, Master in Environmental Management Sciences, Advanced Studies Diploma in Innovation and Research Management. Strategic Director of the Departmental Commission on Innovation and Transformation of the Department of Health of the Generalitat of Catalonia. Director of Innovation and Strategic Foresight at the Agency for Health Quality and Assessment of Catalonia (AQuAS). Among his activities, he has led programmes and projects on innovation adoption, innovation procurement and value-based procurement at national and international level.

He holds a degree in Business Administration and Management and a Master's in Strategic Management from the University of Deusto. His career has been linked from the outset to local and territorial development, through consultancy firms and entities such as the GARAPEN association, made up of Development Agencies of the Basque Autonomous Community. In 2006 he joined Donostia Sustapena – Fomento de San Sebastián, the city council's development body, where he was responsible for the Innovation and Competitiveness Projects area before taking on the role of leading the organisation in April 2022.
Galo Peralta Fernández
Doctor of Medicine, specialist in Internal Medicine. Director of Management at the Valdecilla Health Research Institute (IDIVAL), lecturer on the Master's in Healthcare Management and Administration at the University of Cantabria, and Director of the MINDS Master's in Management and Leadership of Health Innovation. He has served as President of the Ethics Committee for Research with Medicines of Cantabria, regional coordinator of the SCReN and ITEMAS platforms, and National Coordinator of the ITEMAS-ISCIII platform. He has published high-impact work in the fields of infectious diseases and healthcare management and innovation, as well as several books on research management. He has supervised a doctoral thesis and has been a researcher on various projects in the field of health innovation at European level.
Juan Ignacio Pérez Iglesias

He is professor of physiology at the EHU and associate of the Donostia International Physics Center. He was vice-rector (1997-2000) and rector (2004-2009) of the EHU; member of the Board of Directors of EITB (1999-2014); Chair of Scientific Culture of the EHU (2010-2024); member (2013-) and president (2020-2024) of Jakiunde; member (2018-2024) and president (2019-2024) of the Advisory Committee of the Spanish edition of The Conversation; member of the scientific committee of the journal Mètode (2023-). He has written on science and its social implications (The Conversation and Revista de Occidente) and on animal biology (Cuaderno de Cultura Científica, Zientzia Kaiera, Naukas and Mètode). He has collaborated in numerous radio programs in several radio stations. He is co-author with M. B. Urrutia of Animalien aferak (EHUpress, 2011), author of Animales ejemplares (Next Door, 2020), co-author with J. Sevilla of Los males de la ciencia (Next Door, 2022) and author of Primates al este del Edén (Crítica, 2023). In 2019 he received the Eusko Ikaskuntza-Caja Laboral Award for Humanities, Culture, Arts and Social Sciences. Since June 2024 he has been Head of Science, Universities and Innovation of the Basque Government.
Marina Pollan
Marina Pollán Santamaría is a prominent figure in the field of epidemiology and public health in Spain, closely associated with the Carlos III Health Institute (ISCIII). She holds a doctorate in Medicine from the Autonomous University of Madrid, and her academic background is complemented by a Master's in Public Health from Johns Hopkins University. Her professional career has focused on cancer research, particularly in the areas of environmental epidemiology and breast cancer. Within the National Centre for Epidemiology (CNE), she has held positions of the highest responsibility, rising to become Director of the National Centre for Epidemiology and, more recently, Director of the Carlos III Health Institute. Beyond her leadership roles, she is notable for her position as Scientific Director of the CIBER of Epidemiology and Public Health (CIBERESP), where she has coordinated major multicentre studies, including the MCC-Spain project, aimed at identifying environmental and genetic factors in common tumours. Her profile combines the management of high-level scientific bodies with a research output of significant international impact.
Mabel Sampedro
Head of Transfer and Innovation at the Health Research Institute of Santiago de Compostela (IDIS), with over 16 years of experience in technology transfer and health innovation. She coordinates a portfolio of more than 70 patents, having negotiated various technology transfer agreements. She has been directly involved in the creation of all 7 spin-offs from IDIS, arising from research results. Other merits: Member of the Steering Committee of the ITEMAS Platform. Accredited with the RTTP certification from the Alliance of Technology Transfer Professionals since September 2021. Member of the Evaluation Committee of the Carlos III Health Institute for various calls. Member of the Internal Scientific Committee of IDIS. Mentor on the PROGRESA project in 2020 and 2021. Mentor on the Misiones Comerciales en Femenino programme in the 2023, 2025 and 2026 editions. Yellow Belt Lean Six Sigma, accredited by the Lean Six Sigma Institute. Biomedical Engineer from Mondragon University (2018), with international research experience (AGH UST, Kraków). Master's in Innovation and Entrepreneurship in Biomedical Engineering from the Universitat de Barcelona (2020). Her first contact with the Basque health ecosystem came during the development of her Master's thesis at the Innovation Support Unit (UAI) of IIS Biodonostia. Since 2021, she has worked as an innovation technician in this unit, managing health innovation projects and promoting technological solutions through public-private collaboration, co-creation and Public Procurement of Innovation. Since 2024, she serves as R&D&I Manager in Health at the Scientific Coordination Unit (awarded under the health research management contracts scheme for IIS, AES 2023 call). She evaluates the results of research groups, identifies unmet clinical needs and promotes open science as a fundamental pillar for scientific advancement.
Gontzal Tamayo Medel
Gonzalo Tamayo Medel currently holds the position of Vice-Minister of Health and Digital Transformation within the Department of Health o . His career combines extensive clinical experience with specialized training in healthcare management and innovation. He holds a degree in Medicine and is a specialist in Anesthesiology and Resuscitation from the Cruces University Hospital. Over the course of nearly two decades, he carried out his clinical work in the Resuscitation Unit of that center, where he also served as a tutor for specialized healthcare training. His academic profile is further complemented by a Master's in Infectious Diseases and advanced studies in Pharmacology, culminating recently with his qualification as a University Expert in Innovation and Healthcare Management from Deusto Business School. In the field of international management and leadership, he has held prominent positions at institutions such as the American College of Surgeons, where he chairs the Senior Educators Advisory Council of the Trauma Committee, and at the European Association for Trauma Advanced Life Support. Prior to his current vice-ministerial role, he moved into public administration as Director of Health Planning, Organisation and Evaluation

She currently collaborates on the "Hoy por Hoy" San Sebastián programme on Cadena Ser.
Ander Urruticoechea Ribate
He holds a doctorate in Medicine from the University of Barcelona and is a specialist in Medical Oncology. He completed his doctoral thesis between the Royal Marsden Hospital/Institute for Cancer Research in London and the Institut Català d'Oncologia in Barcelona, where he led the breast cancer unit from 2004 to 2013. He currently works as an oncologist in the breast cancer area at the Hospital Universitario Donostia in San Sebastián (Spain). He is also coordinator of the Oncology area at the Biogipuzkoa Research Institute. He is a researcher in multiple clinical trials in breast cancer and the author of numerous publications in international journals on the molecular biology of breast cancer and the search for new therapeutic targets. He currently serves as President of the Spanish Breast Cancer Research Group (GEICAM).
Itziar Vergara Mitxeltorena

A family physician with a Master's in Public Health from the University of California, Berkeley, and a doctorate in Medicine from the University of the Basque Country. Since 2022, she has been Scientific Director of the Biogipuzkoa Health Research Institute (formerly Biodonostia). She is a member of the Spanish Primary Care Research Network (RICAPPS) and coordinator of the Primary Care research group at the institute. Her research focuses on promoting healthy ageing and addressing frailty in primary care.
Raquel Yotti
Raquel Yotti is a cardiologist and clinical researcher within the Spanish National Health System and currently serves as Commissioner of the PERTE for Advanced Health of the Spanish Government. She has been Secretary General of Research at the Ministry of Science and Innovation (2021–2023), Director General of the Carlos III Health Institute (2018–2021) and Head of the Clinical Cardiology Section at the Gregorio Marañón University General Hospital. Her research has focused on the development and application of new cardiac imaging tools and their integration with haemodynamic data and biomarkers to improve the diagnosis of heart disease.
